The dates that matter
The September 24 date on a PC store is a timezone presentation of the launch schedule, not a separate worldwide release. Your own store and account entitlement determine when the Play button becomes available.

EA scheduled the Web App for September 16 at 17:00 UTC and the Companion App refresh for September 17 at 17:00 UTC. Those are app launch times; Transfer Market access has its own account requirements.
